佛山故事的四个意外

发自香港——很少外国人知道佛山市,一个位于华南地区珠江三角洲中心、拥有七百万人口的城市。然而,去年,美国《外交政策》杂志和麦肯锡全球研究所将这个鲜为外人所知的城市列为全球第十三位最有活力的城市(基于其2010-2025年的预期GDP增长额)。这个充满活力和经济腾飞的城市体现了中国对高附加值、高收入型经济增长方式的探求。

为什么佛山能够名列前茅?带着这个问题,大约18个月前,一组研究人员(包括我们)在佛山开展了一个城市案例研究。我们之所以选佛山,是因为它的经验充分体现了中国过去35年所取得的进步,以及目前面临的结构性挑战。作为中国第一批实施经济改革试验的城市之一,佛山早期把自己定位为一个低成本的制造业中心,而现在佛山正在努力转型为一个以知识为基础的、以创新驱动发展的经济体。

案例研究的成功取决于我们重要的合作伙伴,国家发展和改革委员会学术委员会的一个24人研究团队,在佛山案例中分享了他们对中国发展经验和政策的深刻理解。同时,佛山当地的专家也协助我们从14个领域,考察了佛山过去35年的成长:工业、土地、交通、电力、水资源、金融、就业、政府治理、规划、财政、教育、住房、医疗保健和养老金。
