而且,当该组织一些最大的债务人(巴西与阿根廷)开始在几年前预付其债务而没有新的借款人出现时,一切看似就像棺木的最后一颗钢钉也被敲上。货币基金组织似乎除了失去其存在的理由,而且因为收入不济而遭受谴责。该组织将预算缩减,并减小规模,而当新的责任(特别是对“货币操控”执行监控职责)同时赋予给该组织时,其深思熟虑更证明其很大程度上无力胜任。
