适合意大利的经济议程

发自米兰——就在本月底,意大利选民即将选举出下一届政府,人们期望新政府能提供更多的就业岗位以及一个更为平等的经济活动平台——而其他欧洲伙伴国家则期待它推行结构性改革并精简财政。那么意大利新政府的经济政策议程应该是怎样的呢?

为了减少目前总额超过GDP120%的公共债务并尽量缩短痛苦的调整过程,意大利急需经济增长——这是近几年来一直迷惑着政策制定者的问题。确实,意大利的平均GDP年增长率自1999年加入欧洲经济与货币联盟来一直维持在0.5%的低水平,远低于欧元区约1.5%的平均水平。自全球金融危机爆发后的四年,增长率下降到-1.2%,今年预计依然会是负值,而与此同时欧元区平均增长率则为-0.2%。

因此新政府面对的最大挑战就是要实施成功的改革——这种改革要让意大利经济的表现在经历多年错误政策和政府麻痹失职后赶上其他邻国。这就要求在创新和人力资本上增加投资。
