全球金融危机大行其道,大西洋两岸的竞争政策显然受到了巨大压力。竞争政策之所以举步维艰,主要是由于政府对金融中介机构实施扭曲援救措施,并叫停合并以保护金融机构。事实上,大量政府资金及其它补贴已打破了市场平衡,使得最后更好资本化的是经营不善而非运行良好的金融机构。

这对银行业等部门来说具有决定性意义,因为外界对业内机构运行状况的看法正是其竞争力的根本。在英国公平贸易部( Office of Fair Trading )的强烈反对下,劳埃德信托储蓄银行( Lloyds TSB )收购了英国处境困难的最大抵押贷款银行哈利法克斯银行( HBOS )。该部曾于 2001 年禁止后者收购阿比国民银行( Abbey National Bank )。而在美国,投资银行业务却因摩根大通( JP Morgan )以及美国银行( Bank of America )各受命收购贝尔斯登( Bear Stearns )及美林( Merrill Lynch )而进一步巩固,其结果便是在幸存的金融机构中缺少足够竞争。
