从外交政策角度,问题始于20世纪90年代,美国肆意挥霍冷战后的和平红利。在国内政策方面,失败要开始得更早:从20世纪80年代的里根经济学到21世纪10年代的奥巴马医保,重大政策总是承诺过多、兑现过少,同时,根本性问题也没有得到解决。

当然,美国政客并不缺少高尚的言辞——从里根的“美国早晨”运动到奥巴马的“是的,我们能”的口号,再到特朗普的“美国优先”信条,莫不如是。而从肯尼迪开始,诸任美国总统都将美国称为“山巅之城”——是世界其他国家的榜样。
