美国在中亚与自己的一场战争

华盛顿——

在其长达十年的阿富汗战争中,美国一直在对乌兹别克斯坦和吉尔吉斯斯坦玩弄着矛盾的外交政策,这两个脆弱中亚国家在支持这场战争中扮演着关键的角色。为拴住这两个前苏联国家,可以说美国外交政策大杂货袋中的常见货色是倾囊而出。首先出台的是为这两个国家着想的政策,如促进善政,改善人权,加强经济联系等。然后出笼的政策是要在阿富汗战争中,将这两个国家作为后勤供应中心。

不幸的是,这两个政策常常在执行中相互发生矛盾,削弱了美国在该地区的长期影响,而且还时常伤害了美国进行这场战争的能力。此外,由于美国在阿富汗投入了更多的军队和美元,军事上的考量再次压过了美国在中亚的其他政策目标。
