美国对跨太平洋贸易的威胁

发自孟买——似乎暗中破坏世界贸易组织多哈回合全球自由贸易谈判还不够出格(在日内瓦举行的最后一次部长级会议在一片废话中闭幕),美国又继续做出愚蠢举动——积极推动跨太平洋伙伴关系协议(简称TPP)。美国总统奥巴马在最近出访该地区时和九个亚洲国家一道宣布了这一消息。

在顺从的媒体和轻信的公众眼中,该协议被视为美国贸易领先地位的证明。但真相恰恰相反,而那些关注全球贸易体系的人也有必要知道这究竟是怎么回事。我希望这些知识能触发所谓的“吸血僵尸效应”:那些藏在暗处的东西能被曝光,并随之枯萎消亡。

跨太平洋伙伴关系协议其实是美国工业政治游说者,国会和总统共同搞乱公共政策的最好证明。如今大家都知道自由贸易协定,不管是双边还是多边的(在超过两个国家但不针对全部国家),都是构建在歧视之上。这也是为什么经济学家一般将其称为优先贸易协定。而这也是为何美国政府的公关机器把这个实际上歧视性的多边贸易协定称之为“伙伴关系”,试图为其安上一个似乎体现合作与世界性的虚伪光环。
