De dageraad van een klimaatvriendelijke luchtvaart

MONTREAL – Nu de wereld steeds meer onderling verbonden wordt is de vraag naar luchttransport groeiende, en er wordt verwacht dat meer dan 30.000 nieuwe grote vliegtuigen de komende jaren het luchtruim zullen kiezen. Maar als we de groei in de luchtvaart willen volhouden zonder het broeikaseffect te vergroten moeten we snel de substantiële luchtvaart-gerelateerde CO²-uitstoot verminderen, die niet is opgenomen in de klimaatovereenkomst van Parijs waar meer dan 190 landen afgelopen december mee instemden.

Gelukkig is nu het perfecte moment om de uitstoot van de luchtvaart los te koppelen van de groei in het luchttransport. Vertegenwoordigers uit 191 landen kwamen deze week in Montreal bijeen voor de 39e sessie van de International Civil Aviation Organisation (ICAO) van de Verenigde Naties, en na tientallen jaren geruzie zijn ze het eens geworden over een luchtvaart-specifieke klimaatovereenkomst.

Het nieuwe ICAO-raamwerk richt zich op koolstofneutrale groei in de internationale luchtvaart vanaf 2020, en kent als centraal onderdeel een global market-based measure (GMBM) om luchtvaartmaatschappijen te helpen hun netto-uitstoot betaalbaar te beperken tot de niveaus van 2020. Wanneer doorgevoerd zal dit het eerste halt aan koolstofuitstoot voor een mondiale industrie zijn dat de kosten voor consumenten niet merkbaar verhoogt. En luchtvaartmaatschappijen zullen emissierechten uit andere sectoren opkopen, en zo miljarden dollars in de ontwikkeling van een lage koolstofuitstoot over de hele wereld pompen.
