FREETOWN – La décision de la Chine d'ouvrir la Asian Infrastructure Investment Bank a déclenché une discussion animée entre les gouvernements, les experts en finance mondiale et les spécialistes du développement. Malheureusement, bien que la mission de l'AIIB bénéficie d'un soutien considérable, une grande partie de l'attention a porté sur des questions relatives à sa gouvernance et à ses normes. Ceci risque d'éclipser une discussion bien plus importante sur le rôle des établissements multilatéraux d'investissement qui entendent favoriser la croissance économique des marchés émergents ainsi que les défis qui les attendent dans la réalisation de cet objectif.

Les mandats des banques de développement diffèrent entre eux. L'AIIB par exemple va se concentrer spécifiquement sur l'infrastructure. La Banque africaine de développement (AfDB), dont je brigue en ce moment la présidence, a un mandat bien plus large. Mais tous ces établissements partagent un but englobant : sortir les populations de la pauvreté et favoriser le développement durable.

Les dirigeants de ces organisations doivent faire des choix complexes pour l'affectation de ressources limitées. Par exemple, ils doivent proportionner leur combat contre la pauvreté et la faim par rapport aux efforts pour améliorer l'égalité entre les sexes, pour améliorer l'accès à l'éducation ou pour contrer la corruption. Ayant servi comme ministre des Finances, comme gouverneur de la Banque centrale et à présent comme ministre des Affaires étrangères de la Sierra Leone, j'ai collaboré durant de nombreuses années avec des organisations internationales à la gestion de ces priorités concurrentes. J'ai également j'ai supervisé la revitalisation économique de mon propre État après le conflit.
