即使美国新金融监管法案——多德-弗兰克法案已获通过,且巴塞尔委员会也公布了新的资本要求,未来几年金融部门的前景仍将面临很大的不确定性。银行股股价虽较2008年的低点有所反弹,但后继乏力。投资者不但对经济复苏势头非常忧虑,对金融企业的业务也缺乏信心,金融企业的未来规模、组织形式,甚至整个金融部门的前景都是未知数。

说到底,在发达国家,银行早已失去了民心。银行家仍是公众的鄙视对象,被认为是如同毒贩和记者一样的下三滥。他们亏钱时心安理得,赚钱时不可一世。对银行及其股东来说,赢了归自己,输了由大众买单。因此,随着银行重新盈利,北美和欧洲的政客开始谈论新的银行税,欲使纳税人享受到银行盈利的好处——正是他们的支持才使银行得以度过最困难的时期。
