京都议定书之后

《京都议定书》已对参加该协议的126国生效。现在是时候考虑如何使所有的国家,包括那些气体排放大国,参与讨论2012年,即该议定书失效后的应对方法了。这正是欧盟执委会最近针对后京都时代提出的第一个策略所要做的,这一策略将在三月份交由欧盟理事会讨论。

尽管京都议定书已使工业国家二氧化碳排放量略有轻微下降——伴随着各国不一的目标,2008至2012年间二氧化碳排放量比1990年下降了5.2%——但是真正的进展却要通过致力于持续发展和保护我们的星球才能实现。

但是首先,所有国家必须将对气候的关注与政策制定融合一体,加强对能源、基础设施和交通等重要部门的控制。换言之,在对气候变化有所认识并且意识到它给发达国家和贫困国家人民带来的影响将对全球安全构成威胁这一点后,我们必须采取相应措施。
