谁将接替科菲安南出任联合国秘书长是外交官们关注的热门话题。联合国副秘书长沙西沙洛尔(Shashi Tharoor)为我们解读这一职位。


“全世界最不可完成的工作”,这是联合国第一任秘书长特里格夫·赖伊(Trygve Lie)在1953年向他的继任者哈马舍尔德(Dag Hammarskjold)描述这一职位时所说的话。而时间的推移也并未使它变得容易。

《联合国宪章》的缔造者们赋予秘书长两项独特的职能:“该组织(联合国)的首席行政官”,同时也是一位受联合国大会和安全理事会委托执行某些未经详细说明(但却富有政治意味)的任务的独立官员。每一位担任此职的官员都必须表明他更是一个“秘书”而不是“长”。

悖论不少。秘书长应该得到各国政府,特别是安理会五大常任理事国政府的支持,但同时又应该对它们一视同仁。他通过自己的官僚或外交背景锻造资历,可一旦获选,他就必须超越过去的成就,代表全世界发声,甚至成为一位“世俗教皇”。
