Afrikas ,,beste Praktiken"

Vor kurzem besuchte ich Ghana und wie so viele andere fragte auch ich mich bei meiner Abreise: ,,Wie kann ein ,,Entwicklungs"-land ,,entwickelt" werden? Aber irgendetwas störte mich an dieser Formulierung. Es war vor allem das Wort ,,Entwicklung", das oftmals als Euphemismus für nicht vorhandene wirtschaftliche Entwicklung verwendet wird. Hören Länder auf sich zu entwickeln, weil Außenstehende sie unbedingt entwickeln wollen?

Mein Gastgeber, die Kweku Hutchful Foundation, lud mich ein, um mit mir einer anderen Frage nachzugehen: Wie kann eine ghanaische Elite entwickelt werden? Auch an dieser Formulierung störte mich etwas. Und wieder war es das Wort ,,entwickeln".

,,Entwickeln" wir tatsächlich Führungspersönlichkeiten oder Länder? Verstehen multinationale Konzerne, internationale Nicht-Regierungsorganisationen und multilaterale Kreditinstitute wirklich etwas von lokalen Bedürfnissen? Muss irgendeine ,,beste Praxis", nur weil sie in New York funktioniert, auch für Accra, die Hauptstadt Ghanas, geeignet sein? Man stelle sich vor, wie amerikanische Manager reagieren würden, wenn plötzlich Berater aus Ghana mit ihren ,,besten Praktiken" ankämen: In Accra hat es funktioniert, also warum nicht auch in New York?
