北约领导人本月底在里加召开首脑会议之时,将有一个魔鬼在会议徘徊,那就是阿富汗的鸦片问题。阿富汗正处于陷入恐怖份子、叛乱份子以及罪犯手中的危险,而几十亿美元的鸦片交易则是这个国家病症的核心所在。确实,北约总司令琼斯把毒品称为阿富汗的致命弱点。

今年6100吨鸦片收成将会产生超过30亿美元的非法收入,几乎相对于阿富汗国民生产总值的一半。下游毒贩的利润将几乎是这个数目的20倍。

鸦片收入正在从上到下腐蚀阿富汗社会。高层勾结使得数以千吨用于制造海洛因的化学前体运入该国。武装运输队在境内运输鸦片如入无人之境。有时,连军队和警察也卷入其中。武器和贿赂确保卡车得以通过检查站。鸦片剂大摇大摆地越境进入伊朗、巴基斯坦以及其他中亚国家。
