阿富汗和北约的未来

阿富汗的局势发展并不尽如人意。2001和2002年交界的时候,布什政府决定不再把阿富汗的稳定和重建当作自己的头等大事,取而代之地把赌注押在了伊拉克军事政权的变革。于是,阿富汗自然而然成了美国政府战略错误首当其冲的牺牲品。

但布什政府也并非阿富汗局势恶化的唯一罪人。确保阿富汗的稳定和安全是北约的责任,因此北约力量衰弱的秘书长和欧洲盟友,特别是德国和法国,同样对局势的恶化负有责任。

尽管面临着重重困难,阿富汗的局势仍然与伊拉克不同,并不是全无希望。如果阿富汗在一开始就爆发战争也属正常,因为那里是2001年911袭击的发源之地。西方国家的干涉行为刚一付诸行动,就结束了阿富汗从未间断的内战,直到现在为止仍然受到绝大多数人的欢迎。最后,与伊拉克不同的是,西方干涉并没有彻底撕裂阿富汗国家的内部结构,也没有给这个国家的凝聚力造成威胁。
