阿尔伯塔:近几个月来美国对华外交动作连连,先后发生对台军售、奥巴马接见达赖喇嘛、人民币汇率的分歧、哥本哈根气候变化大会的不同见解、美国政府支持谷歌对中国实行网络监控的批评。这一连串敏感事件导致中美关系进入低谷。

稍感安慰的是胡锦涛主席已确认出席于412日至13日在华盛顿举行的核安全首脑会议,这给双方就一系列双边和国际问题进行开诚布公的探讨奠定了很好的基础。在这之前,奥巴马已与胡锦涛通过电话,就包括伊朗核计划在内许多问题交换了意见。财政部长盖特纳已经推迟向给国会提交一份关于中国是否为货币操纵国的报告,这也为两国制造冷静的外交环境起到了很好的作用。他甚至48日拜访了中国国务院副总理王岐山。盖特纳在极力推动一份关于中国可以让人民币与美元汇率浮动更灵活的报告。.

但在我们做出美中关系正在升温的结论之前,值得一提的是北京和华盛顿对如何处理两国关系有种不同的见解。以最近奥巴马胡锦涛电话交谈为例。在两国元首长达一小时的电话会议后,美国媒体积极评价,称这是双边关系的一个转折点的事件,许多新闻头条强调奥巴马说服胡锦涛,就制裁伊朗核武器计划达成一致意见。
