发自纽约——在世界上几乎每一处地方,那些长期存在的顽固问题都可以通过邻近国家之间的紧密合作而得以解决。在这方面欧盟堪称最佳范例,证明那些历史上斗争不断的国家是可以联合起来实现共同利益的。而讽刺的是,如今美国全球实力的衰退则会引发更多富有成效的区域合作。

在希腊、西班牙,葡萄牙和爱尔兰经济危机的背景下去夸奖欧盟似乎有点不合时宜。实际上欧洲也依然未能成功平衡在那些北欧强势经济体和南部弱势经济体之间的利益。但相比当前所面临的困难,欧盟所取得的成显然更加意义重大。

欧盟成功在一个曾经反复被战争蹂躏的区域内创造了和平,同时也为东欧和西欧的重新联合提供了制度框架,还推动了区域内部的基础设施建设。内部的单一市场对欧盟得以成为全球最繁荣区域至关重要,而在环境可持续发展方面欧盟在世界上也扮演着领导角色。
