西藏困境的出路

纽约——中国没有发生大规模抗议活动,平安渡过了1959年藏人反对中国统治的那次失败叛乱的50周年纪念日。但为避免西藏人上街游行,中国政府不得不在整个西藏高原上布满了军队,并在不明监狱中秘密拘押了数百人进行“法制教育”。这些举动表明西藏已经引起中国统治者越来越严重的关切,他们还没有找到能够避免为其西藏和世界地位带来损害的一种处理方式。

一年以前,中国和西方学者还争相把西藏的公众权利当作是与1937年影片《消失的地平线》中那种虚构的香格里拉孩子气的混为一谈而置之不理。但在过去12个月里150多名西藏抗议者抗议中国统治的事件发生之后,对于这个地区的担忧就绝非出于凭空想象。实际上,西藏将很快取代台湾成为地区稳定的因素和国际关系的重要问题。西藏人分布的区域占到中国领土的四分之一,对如此大面积的国家领土实行军事控制并切断与外界的联系削弱了共产党的合法性和世界强国地位。

去年的抗议活动是西藏数十年来规模最大涉及面最广的一次。参与者包括流浪者、农民和学生,这些人在理论上本应感谢中国实现西藏经济的现代化。许多人举着非法的西藏国旗,表明他们在过去把西藏当作一个独立的国家,而且在大约20次事件中,政府办事处均被焚为平地。有一次甚至袭击了中国移民,致使18人因此丧生。很难不把这些事件视为对中国统治的挑战。
