洛杉矶——只要美国一日不能安稳应对国内经济挑战,世界就一日不得太平。但美国安内的能力已经发生了变化。财政疲软制约了美国作为全球警察的行动力。尽管推翻卡扎菲政权几乎没有让美国破费一分钱,但长期干预阿富汗和伊拉克局势已经大大削弱了美国公众对积极外交政策的容忍度。

尽管如此,在可预见的未来,美国似乎仍然注定是全世界最重要的角色。但如今,美国成了没头的苍蝇,它缺乏一个类似于冷战时期“遏制”政策的战略优先事项指南。
