美中气候关系激流涌动

利弗莫尔,加利福尼亚——美中关系纷繁多样,某些方面目前还争吵不休,其他则协同合作。而能源政策与气候变化领域,就显现出合作契机,概因两国煤炭消耗量超过全球总量一半,与此同时,两国合起来也占据了全球温室气体排放量与世界经济总量的40%

若一项旨在维护全球气候公约的国际协议达成,美国方面须采取更大行动削减二氧化碳排放量,而中国方面也应履行承诺削减其碳排放量。但若美中最终不合作,全球气候协议将受到挟制。因此,美中僵局是一个世界问题。

全球致力于降低总排量,中国却一向极不情愿参与。美国国会在通过气候法案上态度相当保留,中国的立场加剧了这种状况,尤其是像一些将其温室气体排放量纳入国际监管问责机制的问题,中国认为这是对其主权的冒犯。
