一宗与地震有关的罪行

发自纽约——在一座名为拉奎拉的意大利小城里,有六位地震学家以及一位政府官员被送上了法庭。虽然此事在国外并未引起多大的注意,但它对科学家,工程师,行政管理者以及司法系统所造成的影响却是全球范围的。

拉奎拉这座城市曾经在1461年和1703年遭到地震的严重破坏。人们实施了灾后重建,将其最终发展成为一座拥有超过7.3万人的城市,并保持了300多年的稳定——直到2008年10月重新出现微震为止,而在随后的2009年1月1日到4月5日间又发生了合共304次微震。

而由上述7位受审者所组成的意大利国家大型灾害预防委员会于2009年3月31日在拉奎拉召开了一小时的地震评估会议。根据当时的会议记录,有人询问意大利国家地球物理学及火山学研究中心主任恩佐·波斯齐(Enzo Boschi)这些微震是否会是一场类似1703年地震的前兆。波斯齐回答说:“短期来说不可能发生类似1703年那样的灾害,但也无法完全排除这种可能性。”
