发自普林斯顿——联合国安理会在2月1日召开会议,共同审议阿拉伯联盟要求制止叙利亚暴力行动的提案。其中美国方面的与会代表是国务卿希拉里。在发言进行到一半的时候,她绕开在场的叙利亚大使甚至是叙利亚政府,开始直接向叙利亚人民喊话。她说发生在叙利亚的这场变革需要所有不同宗教信仰和民族的叙利亚人齐心协力,共同维护和尊重少数群体的权利

谈到这些少数群体时,她继续说:“我们听说了你们的恐惧和遭遇,更向你们的理想致以敬意。不要让现政权借此将危机扩大化”。希拉里还提醒叙利亚商界,军队以及其他领域的大佬们,他们的未来取决于这个国家,而不是某个政权。“叙利亚属于2300万叙利亚人民,而不是某个领导人及其家族。”

直接向某个国家的民众喊话——不但与该国政府对话,还与其民众交流——可不仅仅是某种辩论手段。当许多外交研究专家都在关注美国的“亚洲轴心”策略之时,希拉里同时也启动了一个曝光较少但重要性丝毫不减的“人民轴心”策略。在实施传统政府间外交的同时,她还引入了一系列鼓励政府-社会以及社会间外交的政策,项目以及机构改革。这些动议并未得到媒体的大肆报道,却会逐渐令许多美国外交政策发生转变。
