核不扩散的新起点

维也纳——美国总统巴拉克·奥巴马已经为中止了十年的核裁军的努力注入了新的动力。他许下了一个关于没有核武器世界的诺言,并且承认核不扩散与核能源和平利用存在着关联。

奥巴马表示,他将令于1970年签订的核不扩散条约(NPT)恢复活力,这一条约旨在防止核武器的扩散。由核不扩散条约作为基石的核不扩散体制正陷入混乱,其中存在的主要问题显而易见。
