莫斯科——俄国总统德米特里·梅德韦杰夫面对联邦议会发表施政报告的时候,他的讲话似乎针对的是一个先进、繁荣的国家,而不是今天的俄罗斯,这着实令我感到惊讶。

俄罗斯将在2012年举行总统选举。在我看来,2011年发生事件的意义将超过2012年的选举活动。 事实上,尽管国内反对派拒绝改变,也有人不负责任地将俄罗斯划定为“不可救药的专制国家”,但社会的发展完全有可能改变俄罗斯的政治。 但要想实现这一目标,必须在今年制定出新的计划。

十年前,捍卫领土完整和恢复统治秩序曾经是俄国的当务之急。 民众支持弗拉基米尔·普京总统,后者则致力于稳定俄国秩序。 具体采用的手段和取得的结果虽然有值得商榷之处,但俄罗斯已经克服“生存挑战”却是不争的事实。
