援助脆弱国家《新政》

巴黎—如今,全世界大约有四分之一的人口生活在受冲突影响的脆弱国家中。尽管在过去50年中人们投入了大量的资金用于援助这些国家,武装冲突和暴力还是在持续夺走数百万人的生命。国际和国家伙伴必须彻底改变帮助这些国家的方式。

我在2004年的斯里兰卡获得了需要新方式的第一手体验。这一年12月,斯里兰卡遭受灾难性海啸袭击,两个月内,近50个国家的外交部长访问了这个岛国。每位部长都带来了本国的计划、本国的公民社会组织以及本国的电视媒体人员。而几乎没人对泰米尔军人和斯里兰卡国家质检的政治冲突动态有过深刻的了解。结果是犯下大错,助长了日后的暴力。

今天,我们的一项重大挑战是改变原来的伙伴模式,即优先级别、政策和融资需要由出资国和发展伙伴决定。受冲突影响的国家需要能够决定自身的命运。
