民主同盟

伦敦——约翰·麦凯恩参议员,共和党的总统候选人,一直呼吁要建立一个“民主同盟”。这个新成立的国际组织将拥有强大的军力,其中部分来自北约,部分来自太平洋澳大利亚、印度、日本和美国之间“新的四方安全伙伴关系”。当然,俄国和中国都不会应邀加入:事实上,麦凯恩希望把俄国从八国集团中清除出去。

建立民主同盟很有必要,麦凯恩争辩道,因为在对美国至关重要的事务中,比如与伊斯兰恐怖主义作战、进行人道主义干涉和传播自由、民主和自由市场理念,美国及其民主合作伙伴必须能够不受联合国(也就是俄国和中国)授权的牵制而单独采取行动。换句话讲,在世界事务中使俄国和中国边缘化是同盟的主要目的。

对麦凯恩计划最强烈的批评是这项计划会在贴有民主和独裁国家标签的国家之间引发一场新的冷战。这样做不仅充满了危险,而且也不符合我们一贯的原则。俄国和中国并没有像在冷战期间那样,用强大的意识形态和武装部队来“威胁”“自由世界”的安全。不仅如此,全世界的民主国家本身就在如何处理伊斯兰恐怖主义或达尔富尔的种族灭绝问题上存在着分歧:归根结底,是法国领导了联合国安理会针对美国入侵伊拉克的反对行动。
