Une renaissance de la PAC

WAGENINGEN, PAYS BAS – Née en 1957, la Politique Agricole Commune (PAC) a aujourd’hui plus de 50 ans et la Commission Européenne propose de faire passer un check-up complet à sa progéniture cinquantenaire. Mais des réparations superficielles ne suffiront pas à répondre aux besoins futurs de l’Union Européenne. La PAC doit renaître.

Le travail sur son renouveau est sur le point de commencer et le projet doit être terminé en 2013. Mais il est impératif de procéder à une véritable refonte.

L’objectif de la PAC était à l’origine de garantir des ressources alimentaires sécurisées à l’ensemble des six états membres de l’Union de l’époque, qui importaient des denrées alimentaires et cherchaient à atteindre un certain degré d’autosuffisance. Tous les citoyens devaient avoir accès à une nourriture de qualité, saine, et à prix modéré. L’amélioration de la productivité agricole bénéficierait aux zones rurales et permettrait aux fermiers de profiter de la richesse croissante de l’Union. Les instruments nécessaires pour atteindre ces objectifs ont été développés et la sécurité alimentaire a été garantie. La PAC a très rapidement été considérée comme le joyau de la couronne du projet européen.
