新预算法案有碍美国未来发展

经过了一番艰难的磋商,美国总统奥巴马在八月二日签订了美国预算法案,其中包括增加美国政府的债务最高额、降低联邦开支,继而避免了美国224年的历史进程中第一次出现违约的可能。但是这项条约存在三个主要缺陷:其中两个利弊相互抵消,但是第三个缺陷威胁到了美国举国上下在未来数年内放在首位的任务——经济增长。

第一个缺陷是政府开支降低的时机不恰当。当美国全国的经济都处于低迷的时期,降低开支这一举措可能会产生引发另一场大萧条的危险。缺陷之二是所制定的开支削减的力度不够。立法机构对解决美国长期,不断恶化的财政赤字问题力度不够,短期内所给经济带来的危害可能会很有限。
