“重启”与欧洲后院各国的关系

斯德哥尔摩——按下外交关系“重启”按钮成了今天一种时髦的做法。巴拉克·奥巴马总统刚刚出访莫斯科,“重启”紧张的美俄关系。尽管欧盟与东部邻国间的关系还没有紧张到需要“重启”的程度,但深层次的战略重建也在悄然进行中。

欧盟在五月启动新的“东部伙伴计划”,目的是促成与亚美尼亚、阿塞拜疆、白俄罗斯、格鲁吉亚、摩尔多瓦和乌克兰等六大东部邻国的进一步融合。在全球金融危机的背景下,迫切需要制定与欧盟东部邻国更新、也更有力的政策。同样重要的是,所有相关国家都表达了向欧盟靠拢的愿望。

东部伙伴计划起源于一次波兰/瑞典联合行动,该计划邀请六国在关键领域中深化和加强与欧盟的合作。在贸易和经济关系领域,它明确提出了在欧盟和各伙伴国间建立全面深入自由贸易区的目标。它在远期致力于实现全面签证自由化(同时还签订了签证促进协议),承诺加强在能源安全、多样化和效率方面的合作,并制定了专门的计划和项目,协助东部邻国在上述领域的融合和改革计划。
