全世界在《京都议定书》下为降低碳排放所进行的努力迄今为止成效甚微。为了将《议定书》付诸实施而付出的巨大努力表明要达成预定将于2009年12月通过的下一份协定还将需要付出多少艰辛的工作。环保组织要求采取更为严厉和影响深远的政策,但是某些国家为了保证它们自身的经济活力而依然会强烈地抵制采取这些政策。

首先,我们现在知道适应气候变化非常重要,因为即便我们明天就停止温室气体排放,到2100年全球温度还是会再上升0.6°C。我们还知道气候变化的影响在全球并不是被平均地表现出来的。
