IMF Conditionality Reform Needed
Michael: There is a danger that if we build conditions around the politically feasible that we'll minimize reform. But the Fund admitted that conditionality on the fiscal side was onerous because there was little to work with. Since the EU govts dragged their feet on debt relief, it's hard to imagine that they would ever allow a slower course of adjustment.
