A Shaky Alternative for Germany

Now that the Social Democrats have agreed to start formal talks with Chancellor Angela Merkel’s Christian Democrats, the hard bargaining to forge a new grand coalition can get under way. But the outline of a future agreement is already clear, and suggests that German policymaking will remain as dozy as it has been throughout Merkel’s chancellorship.
